Aiming to showcase innovative solutions and strategies focused on enhancing climate and disaster resilience across Luzon, the Department of Science and Technology (DOST) through DOST Region I hosted the Handa Pilipinas Luzon Leg with the theme “Alertong Luzon, Solidong Nasyon” together with the Luzon cluster on July 3-5, 2024, at Plaza Del Norte Hotel & Convention, Laoag City, Ilocos Norte.
The event was inaugurated by Hon. Matthew J. Marcos-Manotoc, Governor of Ilocos Norte, Regional Development Council (RDC) Region I Chair, and DOST-I Science Ambassador. He was joined by esteemed figures, including DOST Secretary Dr. Renato U. Solidum Jr.; DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang; DOST Undersecretary for Research & Development Dr. Leah J. Buendia; and DOST-I Regional Director Dr. Teresita A. Tabaog. Together, they set the stage for what would become a transformative gathering.
The opening remarks from Hon. Michael Marcos Keon, Mayor of Laoag City and a DOST-I Science Ambassador, resonated deeply with the attendees. Reflecting on Laoag City’s past experiences with disasters, Mayor Keon expressed his heartfelt appreciation for the DOST and the invaluable contributions of Filipino inventors and innovators in building resilient communities.
A special highlight of the opening ceremony was the launch of SOLIDO, the official mascot of Handa Pilipinas Luzon Leg, symbolizing resilience, strength, and the ability to conquer all disasters. The SOLIDO Jingle was also officially launched, adding a vibrant and motivational touch to the event.
DOST Secretary Dr. Renato Solidum Jr. delivered a lecture on Climate and Disaster Resilience in Luzon. His message was clear: Handa Pilipinas is a call to action, urging citizens and stakeholders to actively participate in achieving resilience. He emphasized that preparedness and empowerment are key to overcoming climate and disaster challenges, capturing the essence of why Handa Pilipinas is so crucial for Bagong Pilipinas.
Engr. Sancho Mabborang, DOST Undersecretary for Regional Operations, provided a comprehensive overview of Handa Pilipinas. He illuminated the event’s core message by highlighting that the showcased technologies and innovations are more than mere tools; they represent beacons of hope, lighting the path towards a safer, more resilient future for all Filipinos. This vision was further reinforced by Dr. Teresita A. Tabaog, DOST-I Regional Director, who introduced the keynote speaker, Hon. Matthew Marcos-Manotoc.
Governor Marcos-Manotoc’s keynote address was a tribute to DOST and its unwavering support for Ilocos Norte. He emphasized the tangible impacts of DOST’s programs,
projects, and activities within the province, pledging his continued partnership in localizing science, technology, and innovation (STI) in the areas that need them the most. As the RDC-1 Chair, he committed to fostering collaborations that would bring STI closer to the people, promoting a resilient and sustainable Region I. His belief in the power of science and technology as weapons against climate change resonated with everyone present.
The event was graced by executives from DOST and various national government agencies, along with local chief executives from across Luzon. A press conference allowed media representatives to gain firsthand insights from DOST executives on disaster and climate resilience, highlighting the importance of technologies such as the GeoRisk Philippines platforms developed by DOST-PHIVOLCS. A significant highlight of the event was the recognition of 125 LGUs in Region I that completed training and workshops on the use of GeoRisk Philippines platforms, now on the path to adopting this technology. In addition, 12 LGUs from Region I were awarded Philippine Standard Time (PST) clocks by DOST-PAGASA, symbolizing their commitment to disaster preparedness and timely response.
The Handa Pilipinas Luzon Leg featured a series of engaging fora on Disaster Prevention & Mitigation, Preparedness, Response, Rehabilitation & Recovery. The sessions, including Maghanda: Communicating Hazards, Risk, and Early Warnings, the GeoRisk PH Platforms forum, and the exhibition of the Mobile Command, Control Center Vehicle (MOCCOV) and different technological exhibits for disaster resiliency, attracted DDRM officers and participants from across Luzon, delving into advanced strategies and tools for disaster resilience.
The Handa Pilipinas Luzon Leg successfully highlighted the importance of innovation and collaboration in building a resilient Luzon. It served as a platform for stakeholders to exchange knowledge, share best practices, and forge partnerships aimed at creating a safer and more sustainable future for all. (PR)
